Punjab Urban Planning and Development Authority (PUDA)
Punjab- The Destination
Punjab located in the north west part of India has an area
of 50362 Sq.Km, population of 20.2 million in 1991 with
SDP growth of 13.63%. The state has well laid out physical
infrastructure in terms of power, telecom, roads, railways
and airports. The state has a stable political regime and
a responsive local administration. The Green Revolution
ushered in the sixties triggered rapid development and growth
in the urban areas. The state has a high productivity rate
with a congenial business atmosphere that encourages further
growth in the urban areas.
Puda- The Promoter
Punjab Urban Planning and Development Authority (PUDA) is
an apex institution established in July 1995 for the development
of balanced urban growth in the State of Punjab. PUDA is
committed to provide planned residential, commercial and
industrial spaces incorporating the latest state of the
art technology and town planning norms.
Puda's Mission:
DEVELOPMENT WORKS

1. |
The development of Sectors 66,67,68and 69 SAS Nagar will
be completed and land acquired for four to five new
sectors. |

2. |
Development of Sector 62 SAS Nagar as a CityCentre par
excellence will be initiated and construction of offices
for Punjab Government will be completed in this Sector. |
|
3. |
A sewage treatment plant would be set up for SAS Nagar. |
|
4. |
Urban Estate at Kapurthala will be developed as a model
of excellence. |
|
5. |
Land for new Urban Estates will be acquired in Jalandhar
and
Ludhiana. |
TOWN PLANNING AND RELATED MATTERS

1. |
Chandigarh periphery would be developed by permitting
selective land uses keeping in view the goal of
development of this region as a centre of excellence. |

2. |
Master plans for all major urban areas of the State,
particularly the ones which shows fast growth, will be
prepared. |
PRIVATE PARTICIPATIONS

1. |
The procedure and policy for issue of license for private
developers would be simplified and attempt will be made
to bring atleast 2000 acres more under development by
private promoters. |

2. |
Private builders will be involved in development of new
areas in SAS Nagar and other potential areas in the
State. |
|
3. |
PUDA will allot substantial quantity of land to
Cooperative Societies, private builders and industrial
houses for construction of houses for all sections of
society including industrial workers.

MODE OF PARTICIPATION
For conducting pre-feasibility studies and preparing
detailed project reports, PUDA has already short-listed panel
of eminent consultants dealing with real estate development
and other urban development related issues.
PUDA is looking for a number of alternative
development models involving reputed developers and builders.
The development strategy envisages outright sale of land,
formation of joint venture companies , setting up of Special
Purpose Vehicles for development of infrastructure on BOT/BOOT
model or development of projects on turn-key basis etc. The
mode of participation may vary from project to project and
would be decided after evaluating the offers based on the
advice of the consultants as well as discussions with
potential investors.
PROCEDURE FOR ASSIGNING PROJECTS
Assigning the projects for private sector
participation would be based on a transparent system. The
projects would be offered after a detailed techno- economic
feasibility studies to ensure that it meets the socio economic
objectives. The selection of the co- promoter for private
participation would be based on a objective criteria viz the
financial strength , capability and experience of the
co-promoters in handling large area development projects. The
projects will be finally offered through a process of
competitive bidding among pre-qualified developers /
co-promoters who meet the above criteria. The bids received
would be evaluated by a high powered committee constituted by
the State Government duly assisted by the
consultants. Suggestions from potential investors regarding
the process of selection of co-promoter and the mode of
bidding are welcome.

Mode of Allotment
Punjab Urban Planning & Development Authority advertises
the schemes for allotment of Residential Plots, Commercial,
Institutional Sites, buildup houses in its various Urban
Estates in the Press. These advertisements shall be displayed
on the internet from time to time. Interested persons may
apply to response to the advertisement
Puda And Private Participation
In keeping with the current economic
thinking PUDA has taken major steps to promote private
participation in urban development. So far the thrust of
private participation has been in licensing of private
colonies. Private individuals and companies who wish to
develop land into a colony are required to obtain a licence
under the
Punjab Apartment and
Property Regulation Act, 1995.So
far PUDA has licensed 162 colonies covering 2741.99255 acres
of land .
PUDA has also involved private builders in provision of
housing. Four sites measuring 15.81 acres were allotted in
1998 to private builders for construction of multi storeyed
apartments.
PUDA
is also encouraging people to form Co-operative Societies to
take land and build houses themselves. In order to encourage
intensive utilisation of land Co-op.Societies are given land
for multi storeyed housing only and not for plotted
development. Land for Co-op. Societies is attractively priced
as compared to land for individual plots.
PUDA encourages private
participation in the development of prime sites offered to
PUDA under
the
Optimum Utilisation of Vacant Govt. Lands scheme.
DEVELOPMENT AND MARKETING OF
GOVT. LAND
UNDER THE OUVGL SCHEMES FOR CONSTRUCTION OF SPECIAL PROJECTS.
The Government of Punjab in the year 1997 approved the
scheme of Optimum Utilisation of Vacant Government Lands. The
scheme envisages the marketing of prime vacant and unutilised
Urban and Sub-urban Government lands in various cities and
towns for raising additional resources for urban regeneration
and development projects. The revenue generated from this
scheme is credited to the Punjab Infrastructure Fund. This
dedicated fund is meant to be utilised for improving physical
infrastructure and other civic amenities in the State. PUDA
is the vehicle for implementation of this scheme. Since the
inception of the scheme in 1997, PUDA has been transferred 89
sites in various towns and cities such as
Ludhiana,
Jalandhar, Amritsar, Kapurthala, Gurdaspur, Moga, Patiala,
Pathankot, Malout, Bathinda etc. Out of the sites approved for
transfer 41 sites have been tentatively evaluated. The
estimated value of these is Rs. 373 crores.
THE PUNJAB
APARTMENT OWNERSHIP ACT, 1995
This Act
provides for ownership of an individual apartment in a
building together with the undivided interest in the common
areas and facilities. It also provides for setup of Societies
for management of common areas and facilities.
Before this Act into force it was not possible for different
apartments in the same building to be owned by different
people.
The development of
a new city centre Sector 62,
SAS Nagar
would also be a major opportunity for private sector
participation.
NEW CITY CENTRE, SAS NAGAR
SECTOR 62
Sector 62 in SAS Nagar (Mohali) has been earmarked for development of a
commercial centre. This Sector is ideally located and enjoys
excellence linkages to
Chandigarh.
It is also close to the main centre of attraction in SAS Nagar
mainly Cricket Stadium of Punjab Cricket Association. About 60
acres of this Sector is under leisure valley and it is to be
developed as a green space for leisure activities. Some
portions of the Sector have already been used by a Gurdwara,
Bus Stand, some buildings of the Punjab School Education Board
and Police housing. About 10 acres of land have been allotted
for the construction of a multi speciality hospital to a
leading Health care group of the country. The major part of
the Sector comprising more than 200 acres including the
leisure valley is still available for development.
PUDA has engaged an international consultant M/s CB
Richard Ellis Ltd. to prepare a development-cum-marketing plan
for the Sector. Their analysis shows tremendous commercial
potential in the Sector and their first report proposes the
development mix of Govt. Offices,formal retail, informal
retail, corporate offices, a civic centre and small component
of high value residential development.
The recommendations of the consultant are being examined
by PUDA and the development work in the sector is expected to
start within 1999. The main attraction that the City Centre
will offer as compared to the existing commercial areas of
Chandigarh
would be innovative architecture. a balanced mix of office,
commercial and leisure activities and ownership of apartments
in buildings which has become possible due to
Punjab Apartment Ownership Act, 1995.
Corporate who invest in this sector will be able to own the
office space they require. In case their needs are large
enough to have independent buildings of their own, they would
have a great deal of freedom in development the architectural
concept as opposed to the rigid frame work presently in force
in Chandigarh.
The chief attraction of the
new city
centre will be an informal retail -cum-leisure area which
would add vitality not only to this sector but to all of
Mohali and
Chandigarh.
PUDA expects it to become a favourite destination to people
from
Chandigarh
and Mohali in the years to come.
A
policy frame work to create
high quality urban infrastructure
including real estate components such as integrated townships,
shopping malls, luxury hotels, IT parks, software parks,
leisure and entertainment facilities etc. is in place.
